Jordan had initially bolted to the top of the times late in the session after the 2013 champion produced a mid-58s lap. However, Bushell subsequently eclipsed the BMW driver's effort after setting a 58.423s lap.
HMS Racing's Rob Austin retained his spot in third position aboard the Alfa Romeo Giulietta, ahead of WIX Racing's Jack Goff in fourth.
Chris Smiley was fifth fastest for BTC Norlin Racing, while Team BMW's Ricky Collard posted an impressive performance in sixth.
In keeping with his top-five FP1 performance, Brett Smith remained in the thick of the action after setting a time good for seventh ahead of Knockhill winner Tom Chilton in eighth.
Looking to recover from his Knockhill heartache, Stephen Jelley ended his practice running in ninth as leading factory Honda effort Dan Cammish was tenth fastest for Team Dynamics.
Elsewhere, the leading championship contenders once again languished further down the order, with Ashley Sutton, Colin Turkington and Tom Ingram ending up 21st, 23rd and 25th, respectively.
