After starting fourth on the grid following a fraught Feature Race on Saturday that saw him make contact with DAMS teammate Nicholas Latifi, Camara was able to make a good start to get into the battle for the lead with Nyck de Vries and Louis Deletraz.
A mistake by de Vries saw him slip out of the lead before Camara got the jump on Deletraz on Lap 7 before pulling ahead at the front, with a number of drivers reporting issues with front tyre wear.
In his push to try and catch Camara, Deletraz crashed out at Turn 1 to spark a late Safety Car period that bunched the field before a final six-lap sprint to the flag.
Ghiotto was able to closely tail Camara in the closing stages but could not find a way through, with the Brazilian driver holding on for his first win of the year.
De Vries managed to secure third place to extend his championship lead after fending off Mick Schumacher, who charged from 18th on the grid to finish fourth for Prema Racing, narrowly missing out on his first podium in the category.
